Short answer
Short answer. After a car wreck in Norman, the agency that worked the crash holds the report; Norman Police collision reports are requested through CARFAX. NHTSA FARS recorded 45 fatal crashes in Norman from 2022 to 2024 (2024 figures are preliminary), at least 9 of them on SR-9 and at least 9 on I-35.

Norman is in Cleveland County. This guide covers the practical side of a car wreck there: who has the report, what Oklahoma law asks of drivers, and what federal fatal-crash data shows about Norman roads.
Who works a crash in Norman
Oklahoma law sends the injury-crash notice to the agency for where the crash happened. If anyone is hurt or killed, the driver must give notice "by the quickest means of communication" to "the local police department, if such accident occurs within a municipality, or to the office of the county sheriff or the nearest office of the State Highway Patrol" (47 O.S. § 10-107).
- Norman Police Department: crashes inside Norman city limits.
- Oklahoma Highway Patrol (OHP): OHP has primary authority and must investigate collisions on all interstates, including inside city limits; local police authority there is supplemental. State law directs OHP "To investigate and report traffic collisions on all interstate and defense highways and on all highways outside of incorporated municipalities" (47 O.S. § 2-117(B)(10)), and the Attorney General's formal opinion addresses that duty (2025 OK AG 11 (Aug. 27, 2025)). Check the agency named on your paperwork.
- Cleveland County Sheriff's Office: its Records Office processes the reports deputies submit, including "collision reports". The Sheriff's Office says "Copies of reports are $5 or free to crime victims"; the Records Office is at 2600 W. Franklin Road, Norman, open Monday through Friday, 8 a.m. to 5 p.m., and Open Records Act requests go to ccsorecords@clevelandcountyok.com (Records; Public Records & Media Inquiries).
- University of Oklahoma Police Department: if OU Police took the report, OU says "Open records requests should be submitted through the Open Records Office's onliine portal, NextRequest" [sic] (OU Police; ou.edu/openrecords). For a police report, the portal asks for a case number or your date of birth and the last four digits of your Social Security number, plus the incident location.
Getting a Norman Police collision report
The City says Norman Police "collision report requests are fulfilled via CarFax." The City's Police Records & Permits page has two request links: one for an involved party (it opens Crashdocs.org) and one for an insurer, attorney or other third party (it opens CARFAX for Claims).
- Records Section: 112 W. Daws Street, open to the public Monday through Friday, 8 a.m. to 5 p.m.; (405) 366-5292; rclerk@normanok.gov.
- Fees: under "Copies of Reports", the City's fee list shows "Involved Party: No Charge". The City's page lists no separate price for the online collision-report request, so check the request page before paying anything.
- Other records (such as audio, video or photos) are requested separately through the Records Section, and processing times vary, according to the same page.
For what a crash report contains and how other agencies handle requests, see how to request an Oklahoma crash report. If OHP worked your Norman crash, request its report from Service Oklahoma with the Collision Request for Records (Form 303RM-C).
What Oklahoma law asks of drivers at the scene
- Information and aid at a Norman crash. In a crash that injures or kills someone or damages a vehicle someone is driving or attending, each driver must give their name, address and vehicle registration number, show their driver license and security verification form on request, and give reasonable assistance to anyone injured (47 O.S. § 10-104).
- Stopping after vehicle damage. From November 1, 2026, 47 O.S. § 10-103 covers "damage to property or a vehicle that is driven or attended by any person" (47 O.S. § 10-103, version effective Nov. 1, 2026). It requires the driver to stop, return to the scene if needed, and stay until the § 10-104 duties are met. Before November 1, 2026, the rule covered an "accident resulting only in damage to a vehicle which is driven or attended by any person" (47 O.S. § 10-103, version in force before Nov. 1, 2026).
- A later written report, only in some cases. Except for collisions on private property, 47 O.S. § 10-108 requires a written report to the Department of Public Safety only "if settlement of the collision has not been made within six (6) months after the date of the accident", and "if a settlement has been made a report of the settlement must be made by the parties." The dollar threshold is $3,000 from November 1, 2026 (47 O.S. § 10-108, version effective Nov. 1, 2026). Before November 1, 2026, the statute's threshold was $300 (47 O.S. § 10-108, version in force before Nov. 1, 2026). Ask a lawyer which version applies to your crash. From November 1, 2026: "No report is required when all parties involved agree to exchange information and there is no injury, no death, and no damage to property other than vehicles."

Fatal crashes on Norman roads, 2022–2024
NHTSA's Fatality Analysis Reporting System (FARS) recorded 45 fatal crashes with the Norman city code from 2022 through 2024 (2024 figures are preliminary), which killed 48 people.¹ FARS figures were pulled from NHTSA's national FARS data files on October 28, 2026. FARS recorded all 45 in Cleveland County, and all 45 records carry the FARS city name Norman. Road counts match FARS road names, so each is "at least" that many.
| Road (FARS road name match) | Primary road field | Named in either road field |
|---|---|---|
| SR-9 | at least 9² | at least 11² |
| I-35 (including one exit-ramp record) | at least 9³ | at least 9³ |
| US-77 (recorded as US-77 N Flood Ave, US-77 12th Ave SE and US-77 12th Ave NE) | at least 4⁴ | at least 4⁴ |
| W Rock Creek Rd | at least 3⁵ | at least 3⁵ |
| N Porter Ave | at least 2⁶ | at least 2⁶ |
These are counts of fatal crashes only, not rates. Traffic volume isn't accounted for, so a higher count doesn't mean a road is riskier to drive. FARS recorded 16 of the 45 crashes as at an intersection or intersection-related, and 24 as in the dark (12 on lighted roads, 12 on unlighted roads).
Notes: ¹ Crashes: 2022: 20 / 2023: 13 / 2024, preliminary: 12. Deaths: 2022: 21 / 2023: 15 / 2024, preliminary: 12. The 2024 figures come from the FARS Annual Report File, preliminary. ² SR-9, primary field, at least 2022: 5 / 2023: 3 / 2024, preliminary: 1. Either field adds 2 records from 2022 (SR-9 recorded as the second road). ³ I-35, at least 2022: 4 / 2023: 3 / 2024, preliminary: 2. Includes one 2023 record named "I-35 Exit Ramp". ⁴ US-77, at least 2022: 1 / 2023: 2 / 2024, preliminary: 1. Not counted: one 2023 record, recorded as "W Robinson St" with "N Flood Ave" as the second road and no US-77 route name. Counted as US-77, the either-field total would be 5. ⁵ W Rock Creek Rd, at least 2022: 2 / 2023: 0 / 2024, preliminary: 1. ⁶ N Porter Ave, at least 2022: 0 / 2023: 1 / 2024, preliminary: 1. Case-level records are public in NHTSA's FARS database.

Insurance, fault and deadlines
- Uninsured drivers. About 11.8% of Oklahoma drivers were uninsured, according to an Insurance Information Institute estimate for 2022, as cited by the Oklahoma Insurance Department (https://oid.ok.gov/getready3_2025/, accessed 2026-10-28). Your own policy's uninsured-motorist coverage may help; see uninsured-motorist coverage.
- Shared fault. Oklahoma compares fault, and sharing some blame doesn't automatically end a claim. See How shared fault works after an Oklahoma City car wreck.
- Deadlines after a Norman crash. An injury lawsuit generally must be filed "within two (2) years" after the cause of action accrues (12 O.S. § 95(A)(3)). A claim against a city, county or state body has an earlier written-claim step; see Oklahoma car accident deadlines and crashes with a city or state vehicle.
Courts that serve Norman
- Cleveland County District Court. "Each county in Oklahoma has its own District Court" (Oklahoma County Court Clerk). Cleveland County's Court Clerk's Office is on the first floor of the Cleveland County Courthouse, 201 S. Jones Ave., Norman; mail goes to 200 S. Peters Ave. (Cleveland County Records Request; District Court Clerk). See Oklahoma car accident laws at a glance for the main state rules.
- Norman Municipal Court. 321 N. Webster Avenue, (405) 366-5325. The City's Municipal Court page lists traffic violation fines and says you "must request a court appearance by appearing in person at Municipal Court, 321 N. Webster Avenue" (Violations & Fines).

Talking to a lawyer after a Norman crash
If you talk with a lawyer about a Norman wreck, bring the paperwork: the collision report or its case number, the name of the agency that worked the crash, photos, medical bills and every letter from an insurer. Deadlines apply, and claims involving a city, county or state vehicle add a written-claim step; see Oklahoma car accident deadlines.
